아시아 주도 개인정보 국제 논의 위한 Asia Privacy Bridge Forum 개최
- 아시아 각국 민간전문가 250명 참여, 개인정보보호 국제 연구협력 공동선언문 서명 -

  한국인터넷진흥원(KISA, 원장 백기승)과 연세대 바른ICT연구소(소장 연세대 정보보호대학원 김범수 교수)가 주최하는 ‘아시아 프라이버시 브릿지 포럼(Asia Privacy Bridge Forum, 「APB 포럼」)’이 한․중․일 아시아 주요국의 민간 개인정보보호 전문가* 250여명이 참여한 가운데 2일 연세대학교 백양누리에서 개최됐다.
  ※ 주요 참석자 : 중국 북경대학교 티안 리(Tian li) 교수, 일본  하이퍼네트워크 연구소 에이지 아오키(Eiji AOKI) 이사, 중국  정법대학교 오일환 교수, 일본 주오대학교 히로시 미야시타 (Hiroshi Miyashita) 교수, 한국  법무법인 태평양 강태욱 변호사 등

  APB 포럼은 한국·중국·일본 등 아시아 주요국 학계 및 공공기관  개인정보보호 전문가로 결성된 민간 국제 연구협력 공동체로, 유럽․미국 중심으로 운영되는 글로벌 개인정보보호 정책을 아시아 특성에 맞게 연구․논의하자는 취지로 지난 5월 1차 세미나를 개최한 데 이어 이번에 출범식을 개최했다.

  이번 포럼에서는 개인정보보호 관련 학술연구의 상호공유 및 인적자원 교류, 연례 국제포럼 개최 및 아시아 지역 국제기구 협력을 추진하자는 내용의 공동선언문이 채택됐다.

  포럼 관계자는 “2016년 한․중․일 중심의 개인정보보호 연구 협력체계를 2017년 아시아 개발도상국의 참여 유도를 통해 순차적으로 연구협력의 체계와 범위를 확대할 계획”이라고 밝혔다.

  포럼에 참가한 전문가들은 한국과 일본의 개인정보보호법과 중국의 사이버보안법 등 국가별 법제도 현황 및 글로벌 정책의 국가별 도입현황, 개인정보 국외이전 과정에서 발생하는 현실적 문제점 및 개선방안에 대해 논의했다. 특히 개인정보의 국외이전 이슈는 개인정보 빅데이터화, 프로파일링, 데이터 국지화(data localization)등과 연관하여 개인정보보호 정책의 상호운용 필요성이 제기됐다.

  포럼의 발표자로 나선 한국인터넷진흥원 권현준 개인정보정책단장은“국경을 초월한 SNS활동이나 온라인 해외쇼핑 등으로 제기될 수 있는 국가간 개인정보 관련 분쟁에 대해 아시아 관점의 연구와 대응이 필요하며, 신규이슈 발굴과 연구협력을 지원하겠다”고 말했다.

Joint Declaration 2016

We have gathered here today to launch the Asia Privacy Bridge (APB) Forum, recognizing that the challenges of personal data protection cannot be resolved by the actions of a single country.

The goal of the Asia Privacy Bridge Forum is to identify practical steps for bridging the gaps that already exist among many Asian economies regarding their approaches to data privacy. Through these steps, it is our objective to produce an effective and balanced doctrine for the protection and the fair use of personal data and information. Therefore, this forum will serve to enhance privacy research and education as well as policy cooperation in both the private and public sectors among these leading Asian economies.

We hereby agree to adopt the “Asia Privacy Bridge Forum Joint Declaration 2016” and uphold the following tenets that advance our essential values on privacy, while remaining respectful of one another’s historical and procedural differences among the Asian economies.
1. To Deepen the International Research Relationship

- We need to act responsibly and  cooperatively as a part of the larger community to ensure balance between protection and fair use of personal data.
- We promote collaboration and cooperation in research agenda  creation, policy development, and enforcement regarding personal data protection among the various Asian economies.

2. To Collaborate on Privacy Research Programs

- We participate in the joint research program to share and exchange relevant experience, surveys, research, and professional manpower with respect to matters that can heighten the protection of personal data and the fair use of information.
- We endeavor to find solutions to help bridge the gaps among the different personal data protection systems in the Asian region.

3. To Strengthen Policy Cooperation with Regional Fora

- We will hold an annual "Asia Privacy Bridge Forum" to provide an opportunity to discuss and deliberate regional and international laws, policies, and many other controversial issues on personal data protection.
- We will promote cooperation and communication with other regional fora with the goal of implementing the ideas and opinions suggested in the forum effectively.
