1. 2016년 12월 20일(화) 윤병세 외교부장관과 에릭 월시(Eric Walsh) 주한캐나다대사는 양국간 과학기술혁신협력협정에 서명하였다. 양국 정상은 2014년 3월 캐나다 총리의 방한 및 2014년 9월 우리 대통령의 캐나다 방문 계기에 양국간 과학, 기술, 혁신 분야 협력을 확대하기로 논의한바, 이번 과학기술혁신협력협정 서명식은 이에 따른 결과물이다.

2. 이 협정은 평등 및 상호 혜택에 기초하여 양국간 공동의 관심 분야에서 평화적인 목적을 위하여 과학, 기술 및 혁신에서의 협력 활동에 제도적 기반을 마련하고자 하는 것으로, 일반적인 과학기술 협력 활동 이외에도 상업적 이용을 위한 연구 개발, 기술의 상업화, 창업 지원 등 혁신 분야 협력 활동을 포괄하고 있다.

3. 이 협정의 집행대리기관인 우리나라 미래창조과학부와 캐나다 외교통상개발부는  과학기술혁신 공동위원회를 구성하고, 2017년 중 제1차 회의를 개최하여 양국 간 협력 기반과 실행 계획을 마련해 나갈 예정이다.

  ㅇ 이 협정에 따라, 양국은 항공‧우주, 환경‧에너지‧청정 기술, 생명과학(의료기기 포함), ICT 등 핵심 과학기술 분야에서 공동 연구개발 사업을 추진하고, 이와 함께 과학기술 중심의 연구개발 및 협력에 유리한 환경 조성을 위해 혁신 정책과 프로그램에 관한 경험과 노하우를 공유할 예정이다.

4. 한국과 캐나다 양국 정부는 견고한 전략적 동반자 관계를 바탕으로 양자 관계를 강화하고 과학, 기술 및 혁신 분야의 협력을 계속 모색해 나갈 것이다.

Joint Press Release: Signing of Science, Technology and Innovation Agreement between the Republic of Korea and Canada

The Minister of Foreign Affairs of the Republic of Korea Yun Byung-se and Canada’s Ambassador to the Republic of Korea Eric Walsh, today signed the Science, Technology and Innovation Agreement.

The signing ceremony builds on the in-depth discussion by our two leaders during the Canadian Prime Minister’s visit to the Republic of Korea in March 2014 and the Korean President’s visit to Canada in September 2014, and honours their commitment to further expand our cooperation in the field of science, technology and innovation.

This Agreement sets forth the institutional framework for cooperative activities in science, technology and innovation for peaceful purposes, in fields of common interest, on the basis of equality and mutual benefit.  The Agreement further elaborates cooperative activities in innovation to include commercially viable research and development, commercialization of technologies, incubation of start-ups, in addition to common cooperative activities in science and technology.

The Ministry of Science, ICT and Future Planning of the Republic of Korea and Global Affairs Canada, as Executive Agents under this Agreement, will jointly establish a Joint Committee on Science, Technology and Innovation Cooperation.  The Joint Committee will hold its first meeting in 2017 to create the platform and an action plan to promote collaborative efforts.

Under this Agreement the two countries will pursue joint R&D projects in key sectors including aviation and space, environment, energy and clean technology, life sciences (medical devices), and information and communications technology.  Furthermore, our two countries will share experiences and know-how on innovation policies and programs to create a strong cooperative environment for science and technology research and development and collaboration.

The Government of the Republic of Korea and the Government of Canada will continue to enhance their bilateral relationship, based on a firm strategic partnership, and seek new opportunities to expand cooperation in science, technology and innovation.   /End/
